"The [HHS] website indicates that the first settlement involving a breach of unsecured electronic PHI affecting fewer than 500 individuals occurred in late 2012. But HHS's formal initiative on breaches affecting fewer than 500 individuals appears to reflect the government's belief that investigating the 'root causes' of smaller breaches may reveal the kinds of entity-wide HIPAA noncompliance that have driven some of the large and expensive settlements[.]"

Don't Leave This for Later: Advice for Employers on New Illinois and Chicago Bereavement and Sick Time Laws
"Two recent laws in Illinois and Chicago provide employees with unpaid leave for the death of a child or paid leave for an illness. On June 22, 2016, the Chicago City Council passed an ordinance guaranteeing paid sick leave to private sector and City of Chicago employees. On July 29, Governor Bruce Rauner signed the Child Bereavement Leave Act (CBLA) into law, which provides unpaid leave to employees who lose a child. The CBLA became effective at the time of its signing, and the Sick Leave Ordinance becomes effective on July 1, 2017."

One in Five New York Manufacturers Have Cut Jobs Because of Obamacare
"One-fifth (21%) of manufacturers and 17% of service firms said they reduced the number of employees because of the ACA's effects.... Twenty-four percent of manufacturers and eighteen percent of service firms said they cut wages and benefits because of the ACA.... "If this cannot be worked out by all of the stakeholders, states will aggressively look to implement public plans or single-payer initiatives (Colorado has one on the ballot this fall). In exchange for insurers continuing to operate profitable group policies in the states they are licensed, insurers should be required to have a presence on the exchanges. In return, the government needs to make sure these individual plans are underwritten soundly, that eligibility requirements tighten up in a manner that the industry has advocated for."
