Text of IRS Notice 2016-64: 2016-2017 PCORI Fee (PDF)
"The applicable dollar amount that must be used to calculate the fee imposed by Sections 4375 and 4376 for policy years and plan years that end on or after October 1, 2016, and before October 1, 2017, is $2.26. The increase from the prior amount is calculated by multiplying the adjusted applicable dollar amount for policy years and plan years ending in the previous Federal fiscal year, $2.17, by the percentage increase of the projected per capita amount of National Health Expenditures published by HHS on July 12, 2016."

"Effective immediately, employers in Montgomery County, Maryland must allow eligible employees in the County to use up to 56 hours of paid sick and safe leave provided under Montgomery County's sick and safe leave law for birth, adoption, foster care, or bonding with the employee's child. The County Council adopted this measure to bridge gaps in employees' ability to use paid leave for various combinations of parental leave under federal and state laws."

The ACA as Retiree Health Insurance: Implications for Retirement and Social Security Claiming
"An analysis based on a structural retirement model suggests that eventually ACA will increase the probability of retirement by those who initially had health insurance on the job but did not have employer-provided retiree health insurance. But the retirement increase is quite small, only about half a percentage point at each year of age. "Andy Slavitt, the acting administrator of [CMS], said there were too many 'bad actors' in the industry, backing away from what he said was his own defense of the sector last year ... 'You know, last year when I spoke here, the price increases at Turing were making news, and I told you I didn't want this industry to be defined by its worst actors,' Slavitt said. 'I defended the industry then, but the more data that's revealed, the more bad actors you find, and I'm telling you now: it's too many.' "

"[A]ny measure that reasonably reflects the annual compensation of employees may serve as a compensation measure. Workers whose compensation is determined by a company should be included in the determination of the company's employee population regardless of whether such workers would be considered 'employees' for tax or employment law purposes.... The holding period under Rule 144(d) for restricted securities received by an employee pursuant to an individually negotiated employment agreement begins when the employee is deemed to have paid for such securities."
