"We are a small organisation (less than 10 staff) and have been told by our payroll company that we need to establish a cafeteria plan to be able to do pre-tax health & dental insurance. The payroll company offer a POP plan doc for $400 which includes a nondiscrimination
testing kit. We think we qualify for a simple cafeteria plan and if we are right, nondiscrimination testing shouldn't be necessary. [1] Is there anything we should be alert to using the payroll company plan document, i.e., is that usually OK or should we be getting the doc from somewhere else? [2] Who could tell us whether we do in fact qualify for the safe harbour, i.e., who provides opinons on this stuff? We are a non-profit, so
we're fee-conscious."
