"While the memorandum's scope extends beyond ERISA plans, one stated goal is restoring the 'highest fiduciary
standards' under ERISA 'to ensure that foreign adversary companies are ineligible for pension plan contributions.' ... To further this goal, the memorandum instructs DOL to publish updated ERISA fiduciary standards for investments in these companies.
