(From the November 1, 2010 issue of Deloitte's Washington Bulletin, a periodic update of legal and regulatory developments relating to Employee Benefits.)
The Department of Health and Human Services announced on October 23 that the Early Retiree Reinsurance Program (ERRP) is now open for plan sponsors with an approved application to report costs and request reimbursement on the ERRP secure website.
Reimbursement requests can be submitted once per calendar quarter, and 30 days must elapse between requests, according to the guidance on www.ERRP.gov. Approved plan sponsors must complete a reimbursement setup before being able to submit summary cost data. The data is only to include costs that were incurred during the eligibility time periods listed in the early retiree response file.
The announcement was preceded by release of the Procedure Codes Ineligible for Reimbursement on October 19. The codes represent items and services that are excluded from reimbursement under the ERRP and which will not count toward the ERRP cost threshold or cost limit. Guidance on excluded prescription drugs is also included in that release.
A training presentation on reporting costs and requesting reimbursement also is available on the website.
