Filing Date Nears for Medicare Part D Retiree Subsidy for PY Ending in 2007


Amazing as it may seem, the filing deadline for employers seeking the Medicare Retiree Part D Subsidy (RDS) for plan years ending in 2007 is nearing. Employers seeking the RDS must submit their applications at least 90 days prior to the beginning of the plan year (by October 2 for a plan beginning on January 1, 2007). A 30 day extension is available, but only if applied for prior to the beginning of this 90 day period. (Recall that last year RDS applications could be filed as late as October 31, 2005, but only because CMS gave all filers an extra 30 day extension.)

CMS gives the following example of the rule that will apply for 2007 plan years ...

An application extension must be requested no later than 90 days prior to the beginning of the plan benefit year. For example, a Plan Year with a start date of April 1, 2007 and end date of March 31, 2008 would need an extension request submitted no later than midnight, December 31, 2006, for a thirty-day application submission extension to January 31, 2007.

Applications must be made electronically to CMS by the plan's authorized representative, account manager or authorized designee on the RDS Website.
