Anyone aware of any continuing education courses out there that are specific to 403(B) plans? My firm consults on several hundred ERISA 403(B) plans, and I would like to further the 403(B) knowledge base of my staff. Although there are many reference materials specific to 403(B) (e.g., 403(B) Answer Book, et. al.) there don't seem to be many courses out there that are 403(B)- specific.

Any thoughts in this regard would be greatly appreciated!

ALI-ABA puts on a course called "Retirement, Deferred Compensation, and Welfare Plans of Tax-Exempt and Governmental Employers," which typically deals extensively with 403(B) issues, in Washington, DC each September. Mike: the queston is how much time do your people have to devote to CE and at what level? Some of the materials suggested (ALI-ABA) are written for lawyers and most people do not have the head space, time or attention span for all that info. Good starting place is IRS pub 571 on 403(B) annuities -its free and on the web. But it has some limits- It does not tell u what is not regulated by the IRC. Most of the important things about 403(B) plans, e.g, allocating risk between employer and provider, defining duties of various parties, providing proper disclosure, require a knowledge of the client's operatons and risk/management.

McKay Hochman, which provides prototype plan documents, also does public seminars throughout the country. They do have a 2 day seminar that deals specifically with 403(B) plans and CPE credits are available. You can check out their web site at www.mhco.com or contact them at 518-862-7274 to see if they have any in your area. Also, if you have a large enough group, they can do an in-house seminar for you.

Mike, the NTSAA Educational Institute has available a designation program that is directly applicable to retirement plans/accounts for public education and 501©(3) employers. It is the most comprehensive course SPECIFIC to 403(B), 457(B) and other related plans I have seen. Four courses lead to the Certified Retirement Specialist designation, while two additional courses result in the Master CRS designation. Great stuff.

The NTSAA web site is linked to the Educational Institute where more can be learned - www.ntsaa.org. It also links to The 403(B) and 457(B) Primer Plus, the book co-authored by Kristi Cook & me and revised with all of the EGTRRA changes - much of which is utilized in the courses, along with a great deal of other credible material. You might also be able to access it and get to the certification web site in Benefits Link book store where the Primer Plus is listed.
