I am 591/2 and have a small amount in an ira under 5,ooo. that i have had for 10 years can i take it all or must i take monthly payments?

There's no penalty on withdrawals once you reach age 59.5. You can take it all at once. Remember you will pay income tax on the entire withdrawal (unless you made some nondeductible contributions).
