GUST Deadline for Local Govt. Plan With A Continuously Meeting Local G

For a local government plan with a local govt. plan sponsor that meets continuously (rather than in legislative session), what is/was the deadline for GUST updates?

The last I checked it's generally the last day of the plan year that began in 2001 (unless the deadline would have been before 2/28/2002 in which case it's 2/28/2002), assuming that it's not a pre-approved form and that none of the Sept 11-related extensions apply.
