Does anyone know when the IRS first started issuing determination letters for qualified plans?

I started in the business in 1971 and it was a long-established practice at that time. I suspect that it goes back to the '39 Code. They're issued, not to tell a client if their plan is okay but to grant the tax-exempt status under IRC 501.

Issuing determination letters began with the 1942 tax act which added the predecessor provisions to IRC 401(a)(2)-(6) as requirements for qualified plans.
