The 401(k) plan allows nonspouse beneficiaries to directly roll over the death benefit to an inherited IRA. Can the executor of the estate directly roll over to an inherited IRA?

No, estates cannot be a designated beneficairy for the non-spouse beneficiary rollover option, must be an individual or a trust meeting definition under IRC (401)(a)(9)(E).
