These participants never returned their paperwork but I know their addresses, emails,etc. On these small amounts must we produce a 1099r and should we withhold, and if so how much, 10 or 20%. I ask this question as the CPA said retirement plan distrbutions under $600 didn't need either. Thanks in advance.
