Prior testing and first year match

Wonder if I am missing anything.....Document as always allowed a match. They want to put in a match for 2015. The document has prior ACP testing. I think these 2 things together mean the HCE's would get nothing. The NHCE's can receive a match though.

If the document says you get a match, you get a match. you might fail testing with the prior testing, but that is slightly different than saying the HCEs get nothing. Unless your document is written such that you can cap HCEs so you don't fail testing.
