Non-ERISA Tribal Government Plan Document / Service Provider Need

I'm curious to know the names of third-party administrators or recordkeepers who provide service to and have access to a non-ERISA governmental plan document that is keyed to Tribally relevant tax code and regulatory matters? Any help would be appreciated. Google doesn't give me enough to work with.

Gilsbar, LLC of Covington, LA served as TPA (administered claims and drafted plan documents) for several tribal plans, mostly based in Arizona. (The tribal member plans - with eligibility based on heritage - were non-ERISA). In recent years Gilsbar was acquired by Health Comp (dba Personify Health).  Benefits Intelligence brokerage (Phoenix, AZ) represented several of the tribal plans.
