About 3.6 million of those eligible for financial assistance (and 2 million of those eligible for assistance) did not proceed to select a plan. It is likely that many of those who were found ineligible for financial assistance purchased a plan in the off-exchange individual market, but some likely remained uninsured and others may have found employer coverage."
