"As it is currently drafted, [the Retirement Enhancement and Savings Act (RESA)] would create incentives for small employers who do not sponsor their own retirement plans to join a [multiple employer plan], or MEP.... Gig workers, via their sole proprietorships, could elect to join an open MEP.
