As a TPA I'm being asked by a CPA whether paying employees Sick and Family Leave constitutes compensation for purposes of any 401(k) Safe-Harbor contribution.

Any thoughts?

Dennis G., generally paid leave is W-2 wages and will be countable for purposes of Section 415 and also included in compensation in the plan's definition of compensation.
