Excerpt: Every state regulates its own insurance industry and thus has its own unique health care infrastructure. Although one 'standard' health reform proposal cannot meet every state's needs, state-based reform proposals can and should be evaluated on the basis of whether they would move a state's health care system toward patient-centered health care, which would maximize value to the patient.
