"[T]he mandate is turning out to be little more than a suggestion. Some 24 million people are expected to be exempt in 2016, according to the [CBO]. Another 6 million not lucky enough to qualify for exemptions will likely go without coverage -- and pay an estimated $45 billion in fines for doing so.
