"[T]he cuts [that had been predicted by CMS in February] were unlikely to happen because the [Medicare Advantage ('MA')] program continues to grow in popularity among seniors. Since the advent of the [ACA] in 2010, average MA plan premiums have decreased by 10 percent and enrollment has increased by 25 percent.
