[Opinion] May 8, 2013 "A per capita cap would jeopardize successful implementation of the [ACA]. The law's Medicaid expansion is a good financial deal for states; the federal government will pay nearly all of the cost. But a per capita cap designed to produce federal savings would require states to bear more -- possibly a great deal more -- of the expansion's cost.
