San Jose Mayor to Propose Amendment to State Constitution to Stop 'Vested Rights' Doctrine

Oct. 9, 2013 "'The government can't afford these benefits, and the employees can't afford these benefits,' [San Jose Mayor Chuck] Reed said. The two-term mayor said he hopes to file papers for a constitutional amendment in 'a couple days,' though whether it would go on the ballot in 2014 or 2016 remains to be decided....
