"Make no mistake, restrictive networks are essential to cost containment. Through narrow networks, insurers can negotiate lower prices. More importantly, they can direct enrollees to providers who have lower overall costs and higher quality.... The solution isn't to regulate narrow networks out of existence; it is to shine some light on network structure.... [W]hat we must avoid is mandating broader access.
