"[OPM] is issuing a final rule to amend the Federal Employees Health Benefits (FEHB) Program regulations to add an additional enrollment type called 'self plus one' for premium rating and family member eligibility purposes ... OPM is aware that creation of a new enrollment tier may create additional complexity. However, this complexity is limited because the rule only introduces a new enrollment type. Benefits design will not differ from other enrollment types offered within the same plan option, which minimizes the complexity introduced by the rule. To alleviate potential concerns about complexity during the introductory year, Section 892.207(d) has been amended in this final rule to include a one-time limited enrollment period to be held in early 2016."
