"The final rule makes clear that the substantive protections prohibiting discrimination on the basis of race, color, national origin, disability, age, and sex remain in effect. The final rule returns HHS's enforcement of civil rights protections to the mechanisms provided for, and available under, longstanding civil rights statutes and their implementing regulations.
