FTC as Enforcer: Proposed Data Breach Notification Rule for Personal Health Records

Excerpt: "Notification of a breach must be made 'without unreasonable delay' but in no event later than within 60 calendar days of learning of the breach. PHR vendors and PHR-related entities must provide notice to each individual who is a citizen or resident of the United States whose unsecured PHR identifiable information was acquired by an unauthorized person as a result of such breach of security and to the FTC.
