[Guidance Overview]
Part 1 of 4. "The three key inputs are the measurement method, affordability safe harbor, and -- for those employers utilizing the look-back measurement method [LBMM] -- the measurement and stability periods.... The [monthly measurement method (MMM)] is best thought of as the ACA's default measurement method for determining employees' full-time status. It is relatively simple and straightforward.... The IRS gave birth to the LBMM as an optional alternative to the default MMM particularly to address concerns for employers with largely variable hour workforces."

[Guidance Overview]
"Employers that offer their Massachusetts-based employees a Paid Family and Medical Leave (PFML) private plan have upcoming renewal obligations. Certain self-insured employers must file renewals by Sept. 30, 2020, and submit revised surety bond amounts. Employers offering insured private plans set to expire before 2021 must renew between Nov. 30 and the end of the year. In addition, the Department of Family and Medical Leave (DFML) has updated PFML final regulations to clarify terms, private plan requirements and reimbursements to employers."

[Guidance Overview]
"Effective September 30, 2020, New York will have two separate sick leave laws: one specific to COVID-19 (NY COVID-19 Sick Leave Law), and one that is general (New York Sick Leave Law). The covered reasons for leave are more expansive under the New York Sick Leave Law. In addition, unlike the NY COVID-19 Sick Leave Law, which is expected to expire at the end of the pandemic, the New York Sick Leave Law is expected to be permanent."

[Guidance Overview]
"[T]he Healthy Families and Workplace Act ... expands the federal Emergency Paid Sick Leave Act (EPSLA) to apply to all Colorado employers, regardless of size. The Act also requires Colorado employers to provide paid sick leave benefits to employees, accrued at one hour of paid leave for every 30 hours worked, up to a cap of 48 hours. Finally, the Act creates an additional 'Public Health Emergency Paid Sick Leave' entitlement. The Act supersedes the temporary Colorado Health Emergency Leave with Pay Act."

"86% of employers did not reduce their health plan benefits this year, and 79% expect to offer the same coverage in 2021. Since the start of the pandemic, more than eight in 10 employers (83%) say they have more strongly emphasized the role of specific benefits, including emotional well-being benefits (65%), leave policies (47%), medical benefits (39%) and physical well-being benefits (36%)."

[Opinion]
"As a perilous test case for the nation, the state of Washington is unfortunately experiencing firsthand the harms of the public option. Despite the utopian promise envisioned by allowing consumers to choose a health insurance program run by the government rather than purchasing private insurance on their own or offered by their employer, premiums associated with this new option are even higher."
