Keightley & Ashner, a boutique employee benefits law firm in Washington, D.C., with a particular focus on PBGC issues, is pleased to welcome Elliot Raff as Of Counsel to the firm.

Elliot has 30 years of experience in executive compensation and employee benefits law in a variety of roles -- government, law firm, corporate in-house, and service provider/consulting firm. He had in-house responsibility for all US and Puerto Rico employee benefits matters while at Bristol-Myers Squibb Company and for all executive compensation and employee benefits matters while at Sears Holdings Corporation.

Elliot's in-house corporate experience gives him a first-hand understanding of the challenges employers face in creating and maintaining benefits programs that promote employee engagement while mitigating regulatory and financial risks. As a legal advisor, Elliot formulates guidance and solutions that integrate the client’s specific context, constraints, and priorities. Elliot has a record of building effective collaborative relationships that make him a reliable source for daily consultations, a valuable partner with other advisors and service providers, and a trusted consultant for business owners and senior executives.

His expertise covers qualified retirement plans, nonqualified deferred compensation plans, health and welfare plans, and executive compensation, including issues relating to:

  • Plan design, documentation and implementation
  • Administrative compliance, including compliance resolution under IRS and DOL correction programs
  • Plan governance, fiduciary duties and prohibited transactions
  • Service provider contracting and ongoing oversight
  • Mergers and acquisitions  

Elliot earned his J.D. from the University of Wisconsin Law School and an A.B. in Government from Cornell University.
