PBGC Rated Number One in 'Best Places to Work' Among Small Federal Agencies

WASHINGTON, D.C. — The Pension Benefit Guaranty Corporation (PBGC) ranked number one in the small agency category of the 2021 Best Places to Work in the Federal Government. This is an annual comprehensive analysis and ranking conducted by the nonpartisan, nonprofit Partnership for Public Service and Boston Consulting Group. 

“It remains an honor and privilege to lead PBGC’s talented staff as we strive to fulfill our vital mission of protecting the retirement security of millions of American workers, retirees, and their families,” said PBGC Director Gordon Hartogensis. “I want to congratulate PBGC’s extraordinary team of dedicated professionals on this remarkable achievement — this honor is shared across the entire agency,” Hartogensis added. 

PBGC was recognized in a ceremony today at the National Press Club in Washington, D.C. PBGC ranked number one out of nearly 30 small federal agencies. PBGC earned an 85.6 employee engagement score on a 100-point scale, as compared to the government-wide employee engagement score of 64.5. PBGC also rated first among small agencies for teamwork and the extent to which employees believe their agency is achieving its mission. 

“I am especially proud of our efforts this year, given the unique challenges to our workforce due to the impact of the COVID pandemic,” said Hartogensis. “In addition, we undertook one of our most complex initiatives in implementing and managing the Special Financial Assistance (SFA) Program for troubled multiemployer pension plans. The SFA Program provides a lifeline to protect the retirement security of millions of American workers, retirees, and their families,” Hartogensis continued.

The 2021 Best Places to Work rankings are a comprehensive rating and analysis of 292,520 federal civil servants from 503 federal organizations. This year, agencies were also rated on how effectively they navigated the coronavirus pandemic, including equipping employees to do their jobs and deliver on the mission.

PBGC protects the retirement security of over 33 million American workers, retirees, and beneficiaries in both single-employer and multiemployer private sector pension plans. The agency’s two insurance programs are legally separate and operationally and financially independent. PBGC is directly responsible for the benefits of more than 1.5 million participants and beneficiaries in failed pension plans. The Single-Employer Insurance Program is financed by insurance premiums, investment income, and assets and recoveries from failed single-employer plans. The Multiemployer Insurance Program is financed by insurance premiums. Special financial assistance for financially troubled multiemployer plans is financed by general taxpayer money.
