Kerri Willis Introduced as New Senior Counsel, Health Policy

Issued by American Benefits Council

Apr. 6, 2025

Will direct Council's health policy regulatory, litigation activity

WASHINGTON, DC – The American Benefits Council is delighted to welcome Kerri Willis as senior counsel, health policy, starting April 1. In this role, Kerri will direct the Council’s activity regarding health policy-related federal regulations and litigation.

Willis succeeds Katy Johnson, who assumed the role of president on January 1.

“Kerri’s knowledge, experience and passion for benefits policy make her an invaluable asset to the Council, its members and our all-star policy team,” Johnson said.

Willis’ bio follows below.

Kerri Willis is senior counsel, health policy, for the American Benefits Council. Kerri assists Council members on a wide range of health policy compliance matters and directs the Council’s activities with respect to health care and ERISA litigation, as well as federal regulations, affecting employer-sponsored health benefits. Kerri also plays a key role with the Council’s State Law Network.

Kerri has over 20 years of experience in health care, employee benefits and compliance. Most recently, Kerri was a senior vice president in the health solutions legal consulting practice at Aon. In that role she consulted with employers on health and welfare employee benefits including the Affordable Care Act, ERISA, COBRA and HIPAA. (And, in her role at Aon, Kerri also served on the Council’s Advisory Council). Prior to her legal consulting experience, Kerri worked in private practice and as in-house counsel, and as a benefits manager, for a large national employer.

Earlier in her career, Kerri worked in government affairs and spent time as a legislative assistant for a member of Congress. She received her bachelor’s degree from Purdue University, with honors and was a member of Phi Beta Kappa. Kerri is a graduate of Georgetown University Law Center.
