Excerpt: This regulation finalizes the interim final regulations published February 20, 2000, as amended by the interim final amendments published October 21, 2002. Only one modification was made, involving applicability dates.... The Department remains committed to working with administrators to help them comply with the Form M-1 filing requirement.
