Field Assistance Bulletin 2003-3 (May 19, 2003). Excerpt: Issue: What rules apply to how expenses are allocated among plan participants in a defined contribution pension plan? ... When the plan documents are silent or ambiguous on this issue, fiduciaries must select the method or methods for allocating plan expenses. A plan fiduciary must be prudent in the selection of the method of allocation.
