Excerpt: Over the past two years, Congress has been considering legislation that would require significant changes in the design and operation of nonqualified deferred compensation arrangements. While the details are always subject to change until final passage, the tax-writing committees in the House of Representatives and the Senate appear to have coalesced around several key proposals.
