Excerpt: Over the past several decades, many states have sought to stabilize health insurance markets and to expand coverage by developing reinsurance programs, which assume a portion of insurers' high-cost claims. In the 1980s, some states sponsored these programs in an effort to reduce steep premium increases for small employers with high claims experience.
