Excerpt: The Bush administration is criticizing a pension funding reform package proposed by the American Benefits Council as inadequate in overhauling pension rules. 'It is disappointing that the report fails to recognize the reality that the pension funding rules are broken, causing workers and retirees harm and putting taxpayers at risk,' said Labor Secretary Elaine Chao, who also is chairman of the board of the Pension Benefit Guaranty Corp.
