Excerpt: A major cause is the fact that companies are not legally required to set aside funds to match their retiree health care obligations. Nor are they barred from changing medical benefit coverage in midstream for retirees, since these benefits are not considered 'earned,' or vested, in the same way pensions are under the Employee Retirement Income Security Act (ERISA).
