Excerpt: The bill would wholly re-write the funding rules for single-employer defined benefit plans. Essentially, plans would be subject to a 100 percent of current liability funding target, and more funding would be required of 'at-risk' plans. All funding shortfalls would be amortized over seven years, and the ability to use credit balances to offset minimum required contributions would be curtailed.
