Excerpt: The Act imposes on 'non-providing' employers a charge equal to a portion of the Commonwealth's cost of providing health benefits to employees. On December 22, 2006, the DHCFP issued a final free rider regulation, but the regulation was later withdrawn on or about January 19, 2007. The new emergency rule was issued June 20, 2007.
