This difference is often described as a subsidy that helps hospitals and doctors make up for the low -- and sometimes money-losing -- reimbursement rates paid by Medicare and Medicaid. Now, actuarial firm Milliman has quantified the impact of the subsidy on employers and employees, revealing that the difference tops $88 billion annually.
