"The Dietrich Pension Risk Transfer Index fell slightly, from 86.98 in March to 86.61 on April 1, 2013 -- a change Dietrich attributed to declining interest rates. The index tracks the relative attractiveness of annuitizing pension liabilities, and was designed as a mechanism for pension stakeholders to monitor settlement market conditions."
