You can search the federal register for what you're looking for at the GPO's Official website. The trick is that each volume of the federal register is a complete, up to date compilation of effective regualtions at that time. So, once new regs are introduced, they'll be included in each subsequent volume (unless/until they're repealed or replaced). What they don't tell you, however, is that the preamble is only included the first time the regs appear. In subsequent volumes, only the actual regulations will appear. So, for whatever regulation section you're looking for, just find out when they were first published, and track down the regs in that year's volume of the federal register.
