Mandatory Withholding

HI:

Is 20% Mandatory Withholding required on QDRO's that are NOT Rolled Over to another Qualified Plan or an IRA.

Was the distribution eligible for rollover? If yes and it is not rolled over mandatory withholding rules apply.

Lou. no triggering event, i.e. Retirement, Disability Death. Just issuance of the QDRO. I presumed if not rolled over then subject to the 20%.
