The most recent COVID-19 relief bill, the American Rescue Plan Act (ARPA), was signed into law on March 11. Among other relief provided in the bill, ARPA includes a much-anticipated COBRA premium subsidy applicable to group health plan sponsors.

In our two-part webinar, members of our Employee Benefits & Executive Compensation group will provide an overview of ARPA’s COBRA premium subsidy provisions, the model notices that we anticipate the DOL will issue, and any additional guidance the regulators provide to address the numerous open questions about the COBRA subsidy. The program is designed to help employers anticipate and address compliance challenges. Our topics will include:

  • Identification of “assistance eligible individuals,” including employer determinations relating to involuntary terminations, qualified beneficiaries and individuals entitled to a special election
  • DOL model notices and related guidance
  • Coordination of compliance with COBRA subsidy provisions and COBRA deadline extension relief
