Excerpt: This report summarizes major state pensions and retirement legislation that state legislatures enacted in 2002. The criterion for selection has been usefulness to policy makers in other states who may face similar issues and want to know how other states have addressed the issue.... Cost-of-living adjustments, administrative issues and technical changes are excluded from this report. This report has reviewed legislation enacted in 43 states through October 31, 2002.
