Pension Report Came Just Days Before Vote In Houston, Paper Says

Mar. 8, 2004 Excerpt: The Houston municipal pension fund's staff did not release a devastating report on the fund's financial status until two days before a statewide vote on a constitutional amendment that banned the lowering of benefits for retirees.
