Excerpt: An unusual retiree health care benefits funding arrangement proposed by major appliance manufacturer Whirlpool Corp. that would use its captive insurance company, a tax-free trust and commercial life insurance does not qualify for fast-track approval, the U.S. Department of Labor has ruled.
