Excerpt: California voters have narrowly voted down the state's controversial 'play or pay' health insurance mandate. Following a major advertising campaign by the ballot initiative's opponents, 50.9% of voters in California voted to defeat Proposition 72, repealing the Health Insurance Act of 2003. Proposition 72 would have allowed the act, signed by then-Gov. Gray Davis, to take effect.
