Excerpt: The basic course of Social Security has remained largely unchanged since it was created by President Roosevelt some 70 years ago. It was born from politics and fashioned along lines of the sweeping social reforms first introduced in Germany by Chancellor Bismarck during the 1880s; it provided for sickness, accident and old age support.
