Excerpt: The principal economic idea behind President George W. Bush's proposal for private Social Security accounts is to tap the power of the stock market. After all, the Social Security Trust Fund consists solely of government bonds whose returns have historically lagged those of stocks. But there could be a better way to achieve the same goal: Keep the current setup but invest some of the Trust Fund in stock market index funds.
