"On May 25, 2005, the Treasury Department and [IRS] issued proposed regulations under Section 415, which governs maximum benefits and contributions under qualified plans and similar arrangements.... The proposed regulations incorporate the numerous changes that Congress has made to Section 415 since the current regulations were issued in 1981.
